Why is communist Californication trying to stop people from having home bible studies?

I saw this on the local news this morning. It seems more like a neighborly dispute and not even involving the people who actually live next to the home hosting the bible study, but rather a visitor to a home in the neighborhood. Ironically, it only involves 5-6 cars and the pastor hosting the bible study is on a 2 acre plot and could easily park the cars on his own property. But, that being said, why is someone who doesn’t even live in the neighborhood filing a code enforcement complaint when it really only impacts them when they go to visit the area? Now, that is how the law works in the land of fruits and nuts! LOL
Even as a Life-Long Atheist I find that a bit disturbing.My only question would be what they call “a few friends”.If it’s ten people meeting at their house,with a few cars in the driveway,cool. But if it’s Cars all up and down the Street,with 90 people in their house every weekend,then the State may have a point.

I could see the need for the permit if they were receiving donations, but not for what essentially happens on streetcorners anyways. Odds are that it’s just a way for the bankrupt state to try and gain some money through some vague loophole in state law (and has nothing to do with Obama). If it reaches Federal Court, I can’t see it reach any other conclusion than unconstitutional.
The issue does not appear to be concerned with what the gather is for, but rather how many people, in what neighborhood, at what house and at what time of day.
In other words, if the same people were having a nudist clam bake or a “Norman Rockwell” picnic regularly, they would be facing the same legal problems. It’s not about the bible study.
